I'm curious why duck racing requires at least 3 laps, as a game with 10 players can take long even for one and most games allow you to play only one round. In 99, you use to be able to play with 0 pennies but now the minimum is one.

You still can play Duck racing even with 1 lap if you and the other players agree. It just won't count towards your statistics. Some will think you have never played a particular game when you have, that's all if you don't complete some games that you rarely play.

If you only do a single lap, you lose quite a bit of the game, since there is almost no point in playing droppable cards and trying to make other players land on them. Three laps look like a reasonable minimum to give occasions to use those possibilities.
A shorter game also means that you increase the luck factor, already quite high in ducks' race due to the dice.
However, it's true that a game with 10 players take a very long time. As with many other games, the best is to be between 4 and 6 players, and not the allowed maximum (here 10).
