It already exists in some form, through auctions.

When this rule is enabled, if you decline the offer or if you don't have enough cash, the property is put to auction, any player (including yourself) can buy it.

I don't think it make sense to make the offer to another player in particular if you decline. Which player ? just pass it to the next player in turn order looks quite strange to me, and choosing the player you want to pass it on is also quite a strange shortcut. For the later, you can simply buy the property as normal and trade it afterwards. IF you are a good trader, you can even make some benefit out of it.

So I don't see well what interesting this option would bring in the game. Can you explain ? Maybe I haven't well understood your proposition ?
