Actually here we have a pretty similar game. It's called "Prší" (it means something like "it rains"). It's played with a slightly different card deck than the standard cards - so called "german" cards. There are 32 cards total of 4 colors: red (hearts), green (leafs), acorns and bells with the values 7-10, under and upper (or bottom/top, replacing jack and queen), king and ace for each color. These cards are pretty common at my land and there are also various other games played with them.
It's usually played by 2-4 people, sometimes even 5 or 6. Each player gets 4 cards at the beginning of the game and one more is turned over as the starting card, the rest remains as the drawing pile. Then each player can play one card at a time, matching either suit or color or draw a card. The winner is the player who gets rid of all of his cards and usually he announces it by saying the name of the game. The remaining players then continue the game until there is only one player left (cannot play only by himself), who lost. Actually we also applied this also to other games such as "žolíky" (a game similar, yet not the same as rummy), or uno (if someone had the cards) since counting of the points is boring.
The cards with special effects in this game are:
Seven - the next player has to draw 2 cards. Usually it's accompanied with a quote like "you take". It can be overpowered by another seven and the amount of cards the next player has to draw sums up. Red seven also has the power to return the player to the game, if it's played right before his supposed next turn, even if he already got rid of all of his cards.
Ace - the next player skips a turn. This is accompanied by "you stand!. It can be overpowered by another ace, however no matter how many aces in a row were played, only one player skips a turn.
Upper - can be put on any card and is used to change the suit color, which the player announces. You cannot use upper to overpower the effect of seven or ace. If the first starting card is upper, then the color is determined by the card at the bottom of the drawing pile (the dealer turns over the whole drawing pile, shows the bottom card to the players and then puts the drawing pile back).
There are many variants to this game. Sometimes the overpowering of seven/ace isn't allowed, sometimes the red seven can return the player to the game only with 2 players and the player has to finish with another seven, or this rule doesn't apply at all. Or various other combinations of rules - it depends a lot with who you are playing.
Sometimes the game starts with 5 cards instead. There is also a "fast" variant, where you start with 6 (or 7/8) cards and you can play more cards of the same value at once. Some people also play it only until the first player finishes the game and the other players get points depending on the cards they have left, like in many other games such as uno here, but I've actually never seen someone doing that. Someone is also playing it with the "standard" cards with jacks and queens, but then it's a bit confusing which of these actually serves to change the color.
This game is nothing special, just another card game, that may be fun for someone and get boring after a while. So I leave it to the developer, if he feels like introducing games like this, or not. :)
