I believe the only way to transfer videos you've recorded on your computer to your iPad, is to transfer them via a cloud storage service like Dropbox, Google Backup and Sync or OneDrive.

There are several applications like wifi transfer. They don't work for me not sure why but if you search for wifi transfer on appstore you will get a result. Those applications do the task of transfering files from IPhone to PC and vice versa. through local IP
