No, this is not a bug! the buzzer does not require you to press b when there are only two players. this functions only when there three or more players. when there are only two, you play it and the next player is free to play whatever card he/she wants.

No, this is not a bug. If you had to press B in that case, by playing a buzzer you can be sure that your opponent will get the two cards., and in that sens, it is nothing else than a +2, so it's useless.
